User doc needs section describing setup in hosting virtual environment.

The user needs to create two images that the inception cloud software uses for inception control virtual machines (ICVMS). Currently the user's guide does not cover how to do this. A new section that covers any setup that must be done with respect to the hosting virtual environment should be added.
