Cannot align window with left side of desktop

Bug Description

Ubuntu version: 13.04
wmctrl version: 1.07-7
This is the command I've used `wmctrl -r :ACTIVE: -e 0,0,0,-1,-1`.

Interesting observation is also that it depends on which workspace you are. It works properly if the left margin is an ``interior'' workspace boundary (i.e., there is another workspace to the left) but it does result in a (according to xwininfo) 11pt gap to the left margin in all left-most workspace!

Also, the same problem arises with alignment on the top. On top-most workspaces there will be a 10 pt gap to to top but it does work properly for other workspaces

Other notes:
- it does happen regardless of launcher auto-hide turn on or not
- maybe related to (expired but unsolved) bug 971147?
- btw: i see the problem with 13.10

Same here with Ubuntu 14.04 and Compiz running without the Unity plugin.

As mentioned in https://bugs.launchpad.net/ubuntu/+source/unity/+bug/971147, this seems to be a systemic problem.
xdotool windowmove --relative `xdotool getactivewindow` x y
shouldn't move.
