volume.resize.* notifications are not handled

When extending a volume, Cinder will now send a notification at the beginning and the end of the resize process. Those notifications are volume.resize.start and volume.resize.end.

They are not handled by Ceilometer ; proper usage is therefore not logged properly. They should be handled.
