speaker icon no longer displays mute status correctly

Bug Description
Impact: indicator icons stop updating sometime
Testcase:
- use a non US locale/keyboard
- start a guest session
- change they keyboard layout from the indicator
-> the icon in the panel should update to reflect the current layout
Regression potential: check that indicators icons are correctly listed and updated

Selecting "Mute" from the sound indicator no longer updates the icon properly.
For example, my sound currently isn't muted, but the icon shows a muted speaker with an X beside it.

I cannot recreate the situation where I have audio while the panel sound indicator displays a muted icon. As far as I can tell, the indicator icon always represents the correct state of system audio.
I have however, seen a desynchronisation between the tick next to the "Mute" label within the sound indicator menu. Every now and again when clicking to enable and disable the "Mute" item, you have a situation where "Mute" will be unticked (incorrect) but the indicator shows the muted icon (correct), and vice versa.
