Even if we specify OS_REGION_NAME,
it won't work.

    Apply OS_REGION_NAME for endpoint selection

    Even if we got OS_REGION_NAME on CLI, the value is not used.
    In this commit, we apply OS_REGION_NAME for endpoint
    selection.
