Bug Description

Changes to support multiple service types require the ability to configure services in the conf using a DictOpt. This is only available in oslo.cfg >= 1.2.0.

Unfortunately this isn't available on Pypi until Havana is cut. Nova currently uses 1.2.0 out of tarballs.o.o, we can do the same.
