remove flake8 option in run_tests.sh

flake8 will read tox.ini as configuration, there is no need to keep the command line option in run_flake8 function.

We should keep the function run_flake8 simple, and change the [falke8] section of tox.ini to change the behavior.

    flake8 read [flake8] section of tox.ini as options.

    function run_flake8 in run_tests.sh should be kept simple,
    and tox.ini controls the behavior of flake8.
