Re-Ordering Calendar Notes

After initially indicating that they didn't need this feature, after living with the Notes section for a week, the President's office has realized that they would like to be able to set the order of the notes in the Notes section. We should try to do this as simply as possible.

Looks good on IE9 and Chrome. I'm a little worried that people won't realize it's drag and drop. Do you think we can add some mouse over text to explain? something like, "Use the cursor to reorder Notes"

I will add some text in a paragraph above (that only shows if you are a moderator.) I will also, as you say, put some mouseover text.
