Your debdiff has two changes to src/tuxpaint-import.sh and src/manpage/tuxpaint.1, not listed in debian/changelog and not remaining from Ubuntu. Please, ensure that your debdiff doesn't add unnecessary changes before posting it (filterdiff might be your friend here).

Please, avoid using d/p/ instead of debian/patches in changelog, it is quite confusing. Also, please configure your editor to show trailing whitespaces and remove them before diff'ing.

WRT this entry in the changelog:
+ - all the binary now depends from ${misc:Depends}
I don't see this change in your debdiff, neither it was among the Ubuntu remaining changes. Please, double-check your changelog entries before posting the debdiff.

Since they are just a few minor issues, I fixed them all on my own and uploaded to archive (with some cosmetic changes to the changelog). Great work overall, thank you and keep it up!

PS: please, see if our changes are relevant upstream, and forward them (if not done already) to the Debian BTS and/or the tuxpaint developer(s).

tuxpaint (1:0.9.21-1.1ubuntu1) saucy; urgency=low

  * Merge from Debian unstable. (LP: #1211069). Remaining changes:
    - debian/control: tuxpaint suggests (not recommends) tuxpaint-config.
    - debian/control: tuxpaint-data recommends (not depends) on
      tuxpaint-stamps-default | tuxpaint-stamps.
    - debian/control: build dependency on libpng3-dev -> libpng12-dev.
    - Remaining Ubuntu changes converted in quilt patches:
      + debian/patches/fix-gettext-domain.patch: gettext domain in
        src/tuxpaint.desktop.in.
      + debian/patches/fix-inverted-args-tuxpaint.c.patch: Fix inverted
        arguments to memset() in src/tuxpaint.c::render_text_w().
      + debian/patches/fix-build-dep.patch: Add missing png lib to link
        to fix FTBFS.
