Migration 159 does not downgrade with mysql

When downgrading the tests fail due to truncation. I'm still working on getting more details sorry.

This error only shows itself with downgrading with MySQL.

This appears to be due to the IPAddress/CIDR formatting applied to the models. By making the tests use the correct formatting from netaddr.IPNetwork we don't test against incorrect/long strings.

    Format CIDR strings as per storage

    Make sure the CIDR addresses are formatted in the same way sqlalchemy stores
    them.

    Fixes bug 1207355
