glance allows membership access and modify for deleted image

Currently if I delete an image, I am subsequently still allowed to access and modify members on that image (since it still exists but in a 'deleted' state). This should not be allowed.

    Disallow access/modify members of deleted image

    It should not be possible to access or modify memberships for a
    deleted image. A 404 error will now be returned if a deleted
    images' members are accessed or modified.
