instance actions should be called server actions in v3 API

instance is not really a user concept, the user concept, in the api, is servers.

Maybe in the v3 api we should rename instance actions to "server actions".

Note the required sequence for this. First the nova patch must get +2 which tells the tempest team that this change has been ok'ed. But the tempest patch must merge before the nova patch or the nova patch will fail the tempest tests due to the incompatible change.

And it shouldn't be added as a tempest issue until the idea is signed off on from the nova side

    Rename instance_actions v3 plugin tests to server_actions

    * Renames the os-instance_actions v3 plugin tests to os-server-actions
    * Also modifies JSON v3 client to use os-server-actions
    * Skip get_server_actions and list_server_actions json tests
    * This is required because changing name of v3 ext os-instance-actions
    * to os-server-actions.

    unskip list server actions tests

    Bug #1206032 is fixed, so we can unskip the
    test_list_server_actions.

    These tests are needed for response validation testing.
