e1000e ethernet not working on raring 13.04 (nor in precise 12.04)

Bug Description
After an upgrade in precise, the ethernet connection started failing. The problem is that it seems to connect and receive the dhcp but the ethernet fails all the time.
WORKAROUND: sudo ethtool -s eth0 speed 10 duplex full autoneg off
