Move the ActionSelectionPopover autopilot emulator from ubuntu-filemanager-app

On the ubuntu-filemanager-app there's an ActionSelectionPopover autopilot emulator that might be useful for other applications.
It should be moved to the ubuntu-ui-toolkit emulators module.
