Bug Description
In the Ubuntu GNOME Live session, the background is being set to a solid blue background rather than the image of the gnome blinds that should be set.
It looks like casper is wiping the picture-uri setting during boot
From boot, a series of backgrounds are getting set, by the time we land at ubiquity screen.
1. blue blinds (very briefly, might be plymouth?)
2. solid grey (presumably this comes from a call to set_high_contrast() in casper-a11y-enable)
3. solid blue + ubiquity screen (this solid blue background remains after loading into gnome-shell)
