Bug Description
The GNOME Online Accounts backend is needed for full ownCloud support with GNOME Online Accounts. This feature was not previously enabled in Ubuntu because we didn't have GOA 3.8 until last month.
I verified that only gvfs-backends get the new libgoa-1.0-0 dependency. But seeded-in-ubuntu reports that gvfs-backends is not installed by default in ubuntu-touch. (See bug 1193018 for concerns about ubuntu-touch having a dependency on libgoa.)
I'm attaching a patch that pulls the goa-enablement changes from Debian since I'll need sponsorship for this update.

it's not a the moment but it might be in the futur, please don't add extra goa depends to Ubuntu default desktop/unity session, that backend should be split in its own binary
