Throttle bandwidth updates to parent cells

Bug Description

Bandwidth updates have been known to cause queues to backup. We need a way to throttle, or in cases, disable these bandwidth updates.

A `bandwidth_update_interval` that describes the number of seconds between updates is probably the best approach. A value of '0' to disable updates is also desired.

Cells: Make bandwidth_update_interval configurable

    Bandwidth updates have been known to cause queues to backup. This
    configuration provides a way to throttle or disable bandwidth updates as
    necessary.
