freshclam ignoring apt option when upgrading

when using apt-get with the option to preserve the files this question should not be asked:

Configuring clamav-freshclam

A new version of configuration file /etc/clamav/freshclam.conf is available, but
the version installed currently has been locally modified.

  1. install the package maintainer's version
  2. keep the local version currently installed
  3. show the differences between the versions
  4. show a side-by-side difference between the versions
  5. show a 3-way difference between available versions
  6. do a 3-way merge between available versions (experimental)
  7. start a new shell to examine the situation

What do you want to do about modified configuration file freshclam.conf?

this happens when doing
sudo apt-get -q -y -o Dpkg::Options::="--force-confold" upgrade

when running those commands, other packages correctly accept the parameter,
this one doesn't, that is why I placed it here.

clamav keeps getting updates in precise-security and every time it does, I have to hand-upgrade 220 machines because it asks this question on every one of them.

If you ask it to show the diff, what does it show?

Shows the changes from my puppeted config to the apparently newly generated config. I only noticed it was newly generated because it seems recently support was added for a PrivateMirror debconf question, IIRC.

I can confirm this issue on current ubuntu 12.04 boxes. Trying to automate updates on 500+ boxes is a nightmare. Is there any workaround for this? I have tried combinations of

force-confdef
force-confold
-y

to no avail.
