rename configuration files from quantum to neutron

Rename all the references to the prior project code name to "neutron".
Once patch #35671 is merged, all config files will change, therefore need to be change in the admin guide.

I just added a new patch, please kindly review it.
If I found leftover after this patch I will take care of them but I would like to see this merged first, otherwise rebasing is getting difficult
