Quantum -> neutron

Quantum is now called neutron. This affects our internal names in anvil as well.

We need to update to this new naming convention (and ensure that the rpm for neutron/neutronclient obsoletes the quantum one). Updating docs and examples and file and yaml names and such.

It appears that the move to neutron hasn't been fully completed but we should start adjusting as soon as possible.

    Rename quantum to neutron mechanically

    Quantum is now called neutron, so we should do the renaming, too.
    This commit is the result of simple mechanical search-and-replace
    followed by renaming files, followed by reordering imports to make
    pep8 happy.

    Building of binary RPMs is still broken, as well as many other things,
    but this will be fixed in separate changes.

    Fix neutron packaging

    Update openstack-neutron specfile to make RPM really buildable and
    installable:
    - package backward-compatibility python module;
    - take into account that some executables were not renamed;
    - add subpackages for Mellanox and ML2 plugins;
    - minor spec adjustment to reflect neutron changes.

    Make neutron packages provide and obsolete quantum

    Added provides and obsoletes for corresponding quantum packages to
    neutron and neutronclient packages. This should ease updates from
    grizzly where quantum is called quantum.
