Bug Description

The default branch format created by Bazaar should support tags. In 0.15 we released the format code but did not make it the default, wanting to maintain compatibility with older Bazaar releases. Since that code has now been out for two releases it should be made the default in 0.17.

We should consider doing this for 0.17 - would depend on there being no blockers to making dirstate-tags the default format.

It seems rather late in the release process. I would prefer to do it as
part of 0.18. We could also consider jumping to dirstate-with-subtree.
 Both it and dirstate-tags are network-incompatible with 0.14 and
earlier, but dirstate-with-subtreee also cannot be converted to earlier
formats, because of the model change.

Switching the default requires fixing some test failures that occur
when branch6 is the default, including bug 115343 (for which Aaron and
John have a patch already).

I don't think changing default format at rc time is wise; if we were
going to do it doing it at the start of the cycle would be much better.
