Bug Description

During the discussions on https://review.openstack.org/#/c/34675/ and https://review.openstack.org/#/c/32137/ it was concluded that dhcp and l3 agent scheduling should be separated: each plugin may implement either both of them or just one. So it should be two separate extensions. Scheduling for some new agent (lbaas agent for example) should be added as a separate extension as well.

    Divide dhcp and l3 agent scheduling into separate extensions

    Rationale behind this is that some plugins may support only dhcp or l3 agent scheduling.
    The patch is nothing more than refactoring. Functionality was not changed.
