Dash does not show on super keypress on workspaces with no windows

Bug Description
This seems to be a regression. Same as #953089.
On empty workspaces, pressing super does not invoke dash. Alt does not invoke HUD. Other shortcuts seem to be working.

Attempts at reproducing the bug are not always successful. But I have observed that in a single session, the behaviour is consistent. It either always works or it always doesn't.
