Ubuntu.com, the main site of the Ubuntu project don't need to be any different but an example of the global community which uses and contributes to Ubuntu. I suggest that depending of the user agent ubuntu.com displays a localized version of itself, strings can be exported to launchpad and get translated by the numerous community translators.
