Bug Description

We should show the quicklist in the dock even when Switchboard is closed.

Here's a possible (somewhat dirty) workaround:

1. Switchboard is launched
2. Switchboard checks what plugs are available
3. Switchboard makes sure the quicklist in its .desktop matches what's available

Right now it's pretty useless to only show it when the app is open.

Is this important enough to warrant the implementation of that Cassidy's hack? What is the official LibUnity stance on this use case of quicklists?

With the static .desktop quicklist afaik it is not possible to make categories with sub menuitems.
One attempt would be to add the dynamic quicklist items from another process that always runs?
I would implement this if this is ok. If yes. Is there a process where this fits or a own process?

Yeah I think the only way to do this would be to have an always running process to do this. I'm inclined to mark it as either "opinon" or "won't fix" because I'm not sure the benefits outway to performance drawbacks. Opening Switchboard is fast already

Also to be considered is that you can launch directly to plugs by searching slingshot
