Bug Description
The Ceilometer documentation on running tests has errors in it, because the test environment has drastically changed. The documentation page on running tests is here:

It mentions nose, which has been replaced by testr, and also mentions the verbose flag, which is fine for nose, but not a valid option in testr. The example command in the documentation
$ tox -e py27 -- -v api/v2
uses the verbose flag and does not work.
The documentation on running tests needs to be updated to discuss testr and not nose.
