Bug Description
When opening the "Modify Users" (Or "Editing project" page in general) in its own page rather than using the modal, both the "All Users" and "Project Members" tables show as empty (with a "No users found" error message), even though Javascript is enabled.
This also applies to the "Edit security groups" page, and to a lesser extent the Network selection list on the Launch instance page.
