xenapi: agent image tags ignored

Agent image tags were introduced here:
https://review.openstack.org/#/c/28676/

While the config flags work correctly, the instance metadata is not of the expected format, and so the image tags saying if the image is present is currently ignored.

    xenapi: ensure agent check respects image flags

    The tests assumed sys_meta was in a simpler format
    when accessed on the compute node. This change fixes
    the code to work with the actual format of sys_meta.
