nova net-list fails on empty list with Quantum backend

I work on the trunk version of OpenStack with Quantum backend for the network.
If we list networks through the Nova OpenStack API and if the list is empty, Nova API fails to parse the Quantum response:

    Quantumapi returns an empty network list

    When nova retries network list and if the list is empty, quantumapi
    should return a empty list instead of an empty dictionnary.
