instructions for running tests list incorrect path

In the documentation page "Working with Source" [1], there is an error in the section "Running the Tests." Step 2 says you can install the test dependencies with the command

$ sudo pip install -r /opt/stack/ceilometer/tools/test-requires

but it should be

$ sudo pip install -r /opt/stack/ceilometer/test-requirements.txt
