OpenStack CI publications should be Infra-managed

The conference slideshow presentations at git://github.com/openstack-ci/publications.git would be easier for the Infra Team to collaborate on if it could be done through Gerrit and auto-published to docs.openstack.org or simlarly appropriate location. The source repository on github currently has a gh-pages branch which should become the master branch for the new clone.

This is a step toward standardizing our presentation collateral, making it easier to provide a consistency of message and more efficient to submit for conferences/journals particularly for first-time presenters. It should also further the goal of attracting additional contributor talent to the project, including project infrastrcture management.

    Import openstack-ci/publications into infra.

    Fixes bug 1187906.

    Initially import openstack-ci/publications from github and add a
    post job to publish the contents under docs.openstack.org/infra.
