[mir-only] Welcome screen slides in on resume

Currently when the phone resumes, you see the welcome screen slide in rather than have it be already the visible UI. Presumably it needs to be shown on suspend.

Is suspend == screen off? And what do you mean "resumes"? Can we please have more steps to repro?

Screen is off after the activity timeout (which is low power suspend state)
Press the power button to wake up the phone
Welcome screen visibly slides in at that point.

I can't reproduce on maguro - the greeter is fully on-screen when I press the power button. Are you seeing this on a different device?

I have a Mako. It only happens on the activity timeout, not when the button is pressed to suspend.

Confirmed on mako by @rsalveti, most probably this is visible there 'cause mako resumes much quicker than maguro.

We're only locking onPowerKey now, should lock onSuspend, if possible. Either way there should be no transition onShown(true), as the user should never see that anyway.

This happens in image 79 when running with Mir enabled.

I believe we're using bug 1233564 for the Mir issue. There's a pending unity8 branch and we need a mir-unity-side change too.
