Bug Description

The latest tox(1.4.3) requires the user to explicitly set downloadcache=PATH in testenv settings, instead of the implicitly setting it to {toxdir}/_download as previous versions.

This setting allows pip to prevent redundant downloads of archives from PyPI to accelerate tox environment creation.
