Bug Description

In openstack::controller, it misses some params in openstack::cinder::controller and lead runs failed.
There are three params needed in the definition:
1.keystone_host
2.rabbit_host
3.cinder_bind_address

Fix params missing in openstack::controller

    The openstack::cinder::controller in openstack::controller misses
    three params which is needed to run:
      * keystone_host
      * rabbit_host
      * cinder_bind_address

Fixes bug 1184478
