Bug Description
Debian just made a change to disable ICU support in the harfbuzz package:

This means that libharfbuzz-dev no longer includes hb-icu.h. Unfortunately that file appears to be required for building recent versions of WebKit. I just built WebKitGTK 2.0.2, and had to build harfbuzz from source in order for the WebKit build to work.
