Bug Description
This is a wishlist rather than a bug.
Now a user should specify ID as tenant of "keystone user-create" command.
I feel it is better that a user can specify tenant name.
There are similar problems in "keystone user-list" and "keystone endpoint-create" commands.

I added name arguments to some commands on 1100648, but I did not add them completely.
so this is a wishlist for doing it.
