Project Quotas view on Launch Instance view is confusing

Bug Description
When launching a new instance, we display in the lower-right a "Project Quotas" section, which shows what is currently in use, how many resources are available, and graphically depicts the impact of launching a new image.
In talking to others, it seems like the number we show in parenthesis above each chart is unclear. Because you are launching a new instance, it seems common to think that the number shows what is being added. What is actually being shown, though, is the amount currently in use.
I'm not sure of the best way to fix this, but I think it might be worth exploring. Perhaps we could either not show it, or attach some text after the number, e.g., "1 in use" versus "1". (This would also be consistent with the "9 Available" text used to show available counts.)

Perhaps showing it in fraction form, e.g. 1/10 instances used. It doesn't look easy to add more information maintaining the current format.
