Keystone imports policy from oslo, but it doesn't appear in the config file

Bug Description

policy.py is being used, and there is an import in openstack/common, but it isn't listed in the openstack-common.conf config file, so its not getting auto-updated.

    Add missing oslo module.

    Policy was being used, and there was a copy in openstack.common,
    but it didn't appear in the openstack-common.conf config file. Fix
    that.

    Resolves bug 1181893.
