Bug Description

As we switched to multi-publisher pipelining, we modified, I believe by mistake, the default polling interval from 600 to 60 second (see https://github.com/openstack/ceilometer/blob/master/etc/ceilometer/pipeline.yaml ).

If there is no objection, I would change this back to 600, which makes a lot more sense.
