New User creation results in nearly bare panel

Bug Description
Behavior: Upon creation of a new user, logging into that new users account results in a desktop with a Folder View widget and a panel. Panel only contains the Activity Manager widget and nothing else.
Expected Behavior: Panel should contain System Tray, Task Switcher, Lancelot, Digital Clock, Folder View, and Show Desktop.
Reproducible: Always.
Work Around: Manually add the above widgets
On up-to-date Kubuntu 13.04 via upgrade from new 12.10 install (due to failure of Ubiquity in 13.04 to access hard drive partitions). 12.10 install was not used prior to upgrade except to fully update before upgrading.

Oshun... looks like this is being tracked in bug 1174689, and might be specific to multi-monitor setups. How many monitors do you have?
