opconf.desktop causing error message

Bug Description
I am running Openbox under Xubuntu 13.04.
It looks like one line in obconf.desktop needs to be changed
from:
Exec=obconf %f
to
Exec=obconf
When I open obconf, an error panel pops up complaining about %f. Also the obconf themes window shows up without any themes. When I click OK on the error panel, the theme window populates with themes. I think the %f is basically a typo. I don't know why anyone would want to pass a file attribute to obconf when opening it.
