Bug Description
The nova api for quota is an optional extension, which means the horizon calls to quotas fail in certain environments.
The nova call to limits can provide similar information and would be more reliable and this is a required API.

Agreed. We're far enough along now that the limits API is in every version that we need to maintain compatibility with.
