Bug Description

Right now, jeepyb's manage-projects (cmd/manage_projects.py) makes new groups with Administrators as the owner. This is not Gerrit's default, nor is it what we want, and forces an interesting dance of temporarily adding your account to the group before you can change the group owner to be itself instead.

    Created Gerrit groups are self owned.

    * jeepyb/cmd/manage_projects.py: When creating Gerrit groups do not set
    an explicit owner so that the new groups are self owned.
