update manager displays an icon on systray with message: "the update information is outdated"

Bug Description

update-manager 1:0.186, Ubuntu 13.04
update-manager 1:0.196.11, update-notifier 0.154.1, Ubuntu 14.04

The icon on systray instructs me to click on "show updates" and check for any failed repositories, however there is no error at all.
