Create a bootable volume not implemented feature in all nfs backends

Environment : OpenStack All releases
OS : Debian Wheezy
Cinder Backend : NFS

copy_image_to_volume and copy_volume_to_image are not implemented for NFS drivers.
We can't create a bootable image and boot a VM from this volume.

We feel that this really is a bugfix not a feature to be backported to grizzly, because iSCSI drivers have support for copy to/from volume/image in grizzly. We would like to see support in NFS as well.
