Ubuntu 13.04 x64 doesn't shutdown/restart

Bug Description

After doing a fresh install for Ubuntu 13.04 x64 on my laptop it fails about 80% of the times to shutdown/restart.
I closed the bootsplash to see the logs written on the screen and it "Fails" to kill all remaining processes then says "switching to single user mode" and keeps this way forever. I have to keep pressing the power button to manually shutdown my laptop.

I am experiencing this problem on an ASRock Z87E-ITX motherboard and GTX670 graphics card with Ubuntu 13.04 x64 installed.

I found two fixes (workarounds) for this problem.

(1) Install an upstream kernel

Install 3.11.0-031100rc3 from http://kernel.ubuntu.com/~kernel-ppa/mainline/v3.11-rc3-saucy/

This fixes the shutdown issue, but introduces other problems, since it is a release candidate.

(2) This is surprising! I installed updated Broadcom wireless drivers to fix a completely unreleated bug (#1173761). I tried the fix on a fresh install of current 3.8.0-27 kernel. To my surprise, fixing the wireless drivers also fixed the shutdown / restart problem. So, the next question is, do you guys have a Boroadcom wireless device on your machines? Also I noticed that the Linux wireless kernel module (wl) would not "unload" when I issued the command "sudo rmmod wl." Could it be that this module is loaded even if you do not have a wireless device?

There may be some relation between this bug #1176028 and bug #1173761.

if nothing from the above works, then you should try running "sudo shutdown 0" in terminal to shutdown, and "sudo shutdown -r 0" for restart. If you're losing your patience, please reinstall ubuntu. :D cheers!

Reinstalling Ubuntu did not solve the problem for me; is there a reason you suggest this approach ?
