Kubuntu 13.04 unable to shutdown/reboot/logout from KDE

Bug Description

Hi everybody

when trying to shutdown/reboot/logout from KDE via Menu or rightclick on Desktop nothing happens and therefore I can not shutdown/reboot/logout from KDE. Shutdown in konsole with "sudo shutdown -h now" works perfect, also suspend works.

The problem occured first in Kubuntu 12.04 (LTS). After reading [1], I upgraded to 12.10 and 13.04, but the problem persisted.

In Addition in all versions (12.04, 12.10 and 13.04) I have problem updating my system with "Apper", as it does not ask for further permissions and therefore fails. I suspect, that something is wrong with the permission and/or polkit.

I tried to shutdown from the console as explained here [2] to get further details, but all I get is:

Please do the following:
- run kdebugdialog (via alt-f2 or a konsole or the menu search...)
- enable all and apply the changes
- log out and back in again

now run the following in konsole; once done you should find a file called shutdown.log in your home directory, please attach it to this bug report.

I'm sorry, that I did not write earlier. Since 2 days shutdown/reboot/logout
works again. I can not tell why and I did not do anything specific to solve
the problem.

Even better, perhaps an update of some foundation package resolved the situation then.

In case it should re-appear simply follow comment #5 and reopen the bug.

This bug also affects me. If logoff or shutdown is chosen from menu a dialog with a 5sec countdown appears with options to (lock, shutdown, hibernate) and hibernate is default, if nothing is chosen in time. Hibernate buttons works as expected.
