Desktop wallpaper does not appear and cannot be changed in Ubuntu 13.04

Bug Description

After upgrading my Acer Aspire One D255E-2659 netbook from Ubuntu 12.10 to Ubuntu 13.04, I have noticed that the wallpaper assign to my desktop no longer appears. Instead, the wallpaper, grid, and logo from the LightDM background carries over to my main desktop. It seems like some kind of desktop refresh issue as using the Appearance module in System Settings does not change the desktop wallpaper. Appearance accepts the change in the preview, but when looking at the actual deaktop, nothing has changed.
