Rewrite the openstack::cinder class

This should be a feature, due to now the blueprint is unavailable.

In the current openstack::cinder class is simple and still use the cinder::base.

In the new openstack::cinder class, there will be two class:

   1) one class named openstack::cinder::controller which run cinder-api and cinder-scheduler service,
   2) the other is openstack::cinder::volume which run cinder-volume service.

    Add the new openstack::cinder class.

        This patch contains:
          * Add a deprecated warning in the openstack::cinder,b/c it
     use the deprecated cinder::base class
          * Add a new class openstack::cinder::controller,which runs
     cinder-api and cinder-scheduler
          * Add a new class opensatck::cinder::storage,which runs
            cinder-volume
        Fixed bug 1172540
