Bug Description

The bars across the top of the screen need to be as per UX design spec, i.e. dark colour etc.

We'd like to chat on this one. The header bar is missing the notifications/logout UX. It'll also bring up themeing the footer, interior pages, etc.

I'm marking this incomplete at the moment until we can discuss it.

I don't have all the answers, but here are a few, plus an additional question.

Per discussion with Jovan, before we tackle this change we should reveal the new charm browser and hide the old one (*).

After that, we can have a separate branch that styles the header. The header is shared across all pages, so that should be relatively easy. Jovan says we do not need to change the footer style.

Now one page from the old charm browser appears. This will be used for 13.04. How should we coordinate header changes with this remaining page?
